Henry Onoria (Dr)
Dr. Henry Onoria is an eminent law scholar with over 30 years’ experience in legal education, training, and practice that covers the breadth of the justice/rule of law sector—academia, law reform, legal practice and courts. He taught at Makerere University and the University of Juba (1998-2018). He has previously worked with the Uganda Law Reform Commission as the national consultant on reform of commercial law and as the commissioner for criminal justice reform (1997-99, 2011-14). He was the Team Leader for the Bank of Uganda/GTZ consultancy on legal aspects of a national payments system (2002-3). He served as the Legal Education and Training Advisor to the law school at the University of Juba, the justice ministry and judiciary of South Sudan immediately following South Sudan’s attainment of independence (2011-18).
Presently, he is the Knowledge Consultant and Head, Integration and Cross-Border Transactions Practice at ALP Advocates, which is part of ALP East Africa, an integrated legal and consulting firm with offices in Kampala, Nairobi, Dar es Salaam, and Juba. As part of the trade integration work in East Africa, he has led the development of the EAC Common Market Capital, Services and Goods (CSG) scan 2022-23 (and a CSG scan 2023-24 is in the works). He is leading the team at ALP Advocates on a USAID-facilitated consultancy on legal and policy analysis on investment enabling environments in agriculture in Uganda.
He holds a Bachelor of Laws (LLB) degree from Makerere University, Diploma in Legal Practice (Dip LP) from the Law Development Centre, and Master of Laws (LLM) and Doctor of Philosophy (PhD) degrees from the University of Cambridge.
